FOSDA Welcomes the New Minister for Interior Hon. Mohammed Muntaka Mubarak,(MP).

The Foundation for Security and Development in Africa (FOSDA) welcomes the Minister for
the Interior, Hon. Mohammed Mutaka Mubarak, the 22nd interior minister in the 4th Republic.
With over two decades of experience as a Minister of State, parliamentary leader, and six-term
member of parliament, Hon. Mubarak has established a strong track record. FOSDA is
confident that he will bring his dedication and expertise to his new role as Minister for the
Interior. We believe that his extensive experience and innovative approach will contribute to
developing impactful policies that enhance national security.
We strongly urge the Minister to prioritize measures to tackle the illegal proliferation of arms.
This includes reviewing the National Commission on Small Arms and Light Weapons Act of
2007, the Arms and Ammunition Decree of 1972 (NRCD 9), and passing the National Arms
Control List. The review of these laws will facilitate Ghana's implementation of international
agreements, such as the United Nations Arms Trade Treaty, among others. We recommend
implementing stricter controls on arms registration and enhancing intelligence operations to
curb the flow of illicit weapons into the country.
Furthermore, we call on Hon. Mubarak to prioritize gender equality within the security services
that fall under his purview to promote the Women, Peace, and Security agenda in Ghana, as
outlined in the Ghana National Action Plan (GHANAP 2) related to UN Security Council
Resolution 1325 on Women, Peace, and Security.
Additionally, FOSDA urges the establishment of a stronger partnership between the Ministry,
civil society organizations (CSOs), and citizens to promote robust civil-security relations. We
call on Hon. Mubarak to prioritize police accountability in order to build trust between law
enforcement and the public. We encourage the Minister to implement measures ensuring that
officers adhere to the highest standards of transparency and ethical conduct.
FOSDA is ready to collaborate with Hon. Mubarak and his team to support these initiatives
and ensure their successful implementation. By working together, FOSDA aims to provide
valuable insights and resources that can help address the challenges facing national
